Monitoring visit by the Congress to the Principality of Monaco

Strasbourg, 15 May 2017 A delegation from the Congress of Local and Regional Authorities of the Council of Europe will carry out its first monitoring visit to the Principality of Monaco from 16 to 17 may 2017. Co-rapporteurs on local democracy, Mr Michail Angelopoulos (Greece, EPP-CCE) et Mrs Marianne Hollinger (Switzerland, ILDG), will examine the situation on local democracy in the light of the provisions of the European Charter of Local Self-Government, ratified by the Principality in 2013.

High level meetings are scheduled, in particular with Mr Patrice Cellario, Government Councillor – Minister of Interior of the Principality of Monaco.

The delegation will also meet with the Mayor of Monaco and President of the National Delegation of Monaco to the Congress, Mr Georges Marsan, the President of the National Council, Mr Christophe Steiner, the President of the Supreme Audit Commission, Mr Jean-Pierre Gastinel, the Vice-President of the Supreme Court, Mr Jean-Michel Lemoyne De Forges, as well as the High Commissioner on protection of rights, freedoms and mediation, Mrs Anne Eastwood.

Finally, the rapporteurs will hold discussions with representatives of the National Delegation of Monaco to the Congress.

The Principality of Monaco ratified the European Charter of Local Self Government in 2013. The countries which have ratified the Charter are bound by its provisions. The Charter requires compliance with a minimum number of rights, which form the European bedrock of local self-government. The Congress of Local and Regional Authorities makes sure that these principles are observed.
